PR rejected: appeal or reapply?

Who may submit an appeal

ICA's appeal e-Service is available only after a Singapore Citizenship, Permanent Residence or Long-Term Visit Pass application has been rejected. A pending application cannot be appealed.

The appeal must be submitted through ICA's e-Service. ICA does not accept these appeals in person, by email or by post.

Who submits it

The sponsor of the rejected application must submit the appeal using Singpass. If the application had no sponsor, the main applicant submits it. Where the original application was submitted without Singpass, ICA requires the same email address to be used for the appeal.

ICA may require new supporting documents and official translations for documents that are not in English.

What ICA considers

ICA assesses each appeal on its own merits. It lists family ties to Singapore citizens, economic contributions, qualifications, age, family profile and length of residency. These factors help ICA assess the ability to contribute, integrate and commit to sinking roots in Singapore.

ICA does not publish a fixed appeal processing time. Applicants receive the outcome by email and can also check the status through MyICA or the e-Service.

Appeal or submit a new application?

An appeal asks ICA to reconsider the rejected application with the information submitted in support of the appeal. A fresh application is prepared from the applicant's circumstances and evidence at the later submission date.

Review what has materially changed since the rejected application. New employment, changed family circumstances, new qualifications, a longer residence record or corrected evidence may affect what can now be documented. This is practical decision guidance, not a promise that ICA will change its decision.

ICA's public PR and appeal pages do not state a mandatory waiting period for a fresh PR application. Choose the route based on the available evidence rather than an unofficial calendar rule.
